Why exactly is systemic ragging not reported as a crime in a majority of cases, until someone actually is driven to suicide or sustains grevious physical injuries? Especially professional colleges seem to have normalized ragging with them mostly unreported. Some are driven to extremes such as suicide or physical injuries - but many others get emotionally maimed permanently or even suffer PTSD.
