Need help regarding PuVVNL prayagraj

Hello I live in prayagraj, 2 months ago installed Earthing rod in my house and while checking voltage between earth and neutral using multi meter it's around 60-65v at night and 20-50v during day although it should be between 1-5v. I have contacted the j.e and team and they are clueless about the problem,they don't even know the neutral to ground voltage and they don't have a professional multimeter or instrument,they are like voltage in kwmeter is 225 so everything is ok. have mailed higher officials but no response from their side, registered a complaint on upjansunwai but no lead from their side. While browsing for solution came to a reddit topic from Kerala where a guy experienced the same problem and the problem was the locality transformer which was not properly grounded. So I went to the transformer and checked it and to suprise it was not grounded properly(it was ground only using a nail instead of a proper grounding rod according to IER Rule 61(4),the neutral points were not grounded) I told this to the je but he said everything is normal as no one else is facing the problem(no other people know about this problem as they don't have a Earthing) Please if any one can help it will be very helpful 🙏,I have lost around 1 monitor and 2 motherboard because of this problem...thank you
