Service Pages vs. Chamber of Commerce for Home Service Businesses

What would be more beneficial for my SEO? Joining 5 of my local Chamber of Commerce groups and being listed on their site? Or adding 10 town/city service pages to my website? I own a pressure washing business so for example the pages would be titled “Top pressure washing in ‘Miami’” ‘Top pressure Washing in ‘New York’” along with industry specific keywords. What do you think?
