Best Strategy for Local SEO across Multiple Locations?

What's the best strategy if you're trying to rank a specific keyword across multiple locations? i.e. life coach london, life coach dublin, life coach nyc, etc. I'm assuming you'd created localised topic clusters. If that's the case, is it OK to repeat keywords but with different locations, i.e. ways to improve life london, ways to improve life dublin, etc. Are there any risks/downsides to doing it this way? And no, I'm not Tony Robbins :)
