How do I complain to the police about the police?

It has become a daily nuisance when it comes to road sense and responsibility. I have read people saying they avoid going out at night because of: 1. People driving without giving a fuck about fellow drivers. 2. People using high beams throughout the night. 3. Not following basic traffic rules. 4. Riled-up ego of commercial vehicle owners. How did we come to this? Isn’t it lack of law regulation? I have seen traffic police not giving a fuck about: 1. Tinted windows. 2. Illegal number plates. 3. Lack of number plates. 4. Using third-party headlights. 5. The foggers are set to such an angle that they will blind you in any case. I’m tired of these posts popping up again and again. Will complaining to the police about the lack of regulation work?
