Government Benefits for Senior Citizens

Are there any state (Telangana) or government benefits for senior citizens? A close relative has zero income and relies on handouts from people which is not sustainable. They have not filed taxes in decades due to no income. Was an NRI but never saved any money unfortunately. No pension etc. although they did work in the Mumbai airport in the late 1960's. Doubt that means anything now. Wondering if there are any supports or resources to help them out. Thank you.
