Why Odisha traffic fines with No DL for violation of speed limit?

It's not once, twice and not to one but to many I know. The Odisha traffic police/RTO mobile camera vans keeps an eye on road with a camouflage settings. In case of over speed violations they should only fine for that violation. But they add No DL violation of 5k for each over speed case. Means, 2+5=7k challan they will send. Surprisingly they have some random names as witnesses. If the vehicle moved past with higher speed without any stop by cops, how they know that the driver doesn't have DL. This happens only in Odisha. Never experienced such misuse of law by law enforcement agencies in any other state.
