Frustrated with water problem, no solution until they get bribe

So in my area there is a water problem and I have been calling line guy for water, he says there is no water in main supply. But if you give him 100 or 200 with in next 30min water flows. Despite paying all bills and effing taxes we still have to bribe each n every aholes for basic needs. How do I complain about this, or where do I complain?
