Help me understand water supply

I'm new to Mumbai. The water supply at our hostel in Matunga East is cut. It has been low since a few days but today there is no water. A. Why is there a water shortage? B. Is it common to have water shortage in winter? C. For how long is it going to be like this? D. Is it just our building or all others in Matunga East facing this issue?
