Should I buy this?

So this vehicle as per the seller was seized by the bank for non payment of the EMIs, the bank convened an auction where the seller bought it. Now he's selling it for 35k but it has 12k worth of challans pending and the handle is kinda sticking while steering. It's a 2019 model activa 5g with 30k kms on it. And the catch is that the ownership is still with the person who it got seized from. But he has legally no right to this vehicle umtil he pays his dues. What should I do? I'm in need a scooter right now as urgently as possible. I can spend 35k and this seems like a good deal. It's 30k after negotiating. Any help will be appreciated.
