Maharashtra State Election 2024 Controversy

After watching Rahul Gandhi’s morning press conference. Can anyone enlighten me how that is possible to have more voters than eligible adult population of Maharashtra? Please avoid making personal comments on faces who ask the question that is not going to help to find any resolution for the controversy.
