Sequoia 15.1.1 keeps saying "You can open apple account setting pane because it is not available to you at this time" while open icloud from spotlight search

I am puzzled with this error message every time when I access icloud setting from spotlight search. I can click 'Ok' to ignore and then icloud account in settings just looks fine. Don't know what 'apple account' settings were referred here. I have signed out and back in icloud, but keep getting this message. Very annoying.
