Permanently disable re-launching apps on system boot

Is there a way to permanently get rid of this damned feature that re-launches all apps that were running prior to power cut / shutdown -h now / etc? 99% of them are useless when "restored" like that and require some interaction to finish launching / enter passwords / mount something / kill. This is the single most annoying feature of macos and I can't seem to find a way to get rid of it. Basically, I want a clean boot by default. (and I'm not talking about a graceful reboot that does present this option)
