Can't use touch ID when using a separate monitor

Currently running 15.2 on my MacBook Pro I used to be able to use touch ID on my external keyboard while using a separate monitor, but now it says I can't use it if the laptop lid is closed :-( I went into Settings but don't see a way to allow this behavior that I used to have
