Trying to upgrade a MacPro16,1

I've ended up with an old 2013 "Dustbin" MacPro which has Mavericks on it and I was wanting to update it to Monterey, I've got bootable media created and it won't let me install it as it says that the third party SSD in it is "not compatible". If I try formatting it as APFS then it instead tells me that it needs a firmware update before the computer can recognise APFS. Is there any way I can get this to upgrade?
