Mac Mini issue in description

This is my Mac mini that won’t get past this screen upon startup. There is no WiFi options to click on , no way to get into safe mode and I don’t have another Mac to plug into this one. I’m looking for a way that I can get around this issue or a way to factory reset it for sure.
