Is this an admin prompt or part of TCC framework

I'm just trying to figure out whether this software update prompt, which users receive because of policies we've configure, is an actual request for admin / sudo rights or simply Apple's way of ensuring that the user contents to the operation? E.g. can non-administrative users run the update?
