Folders in iCloud trash that won't die

Somehow, I have a couple of folders in my iCloud trash that can't be permanently deleted. I can try to empty the trash but those folder keep coming back. I have no idea why. I have a lot of devices (3 phones, 1 pad, 1 TV, and 4 macs, no Windows boxes) signed in with the same iCloud account. But no matter which device I delete them on, they keep reappearing. I even tried to `sudo rm -fr ~/Library/Mobile\ Documents/.Trash/*`. That didn't work either. I also tried to empty the trash on iCloud.com from a browser to no avail. It's been like this for a few months. It doesn't really create any problems per se, but the OCD in me is deeply bothered that my trash folder is never empty. Any ideas? Thanks.
