accessibility keyboard panel editor

https://i.redd.it/rtiznb0pihce1.gif anyone familiar with the accessibility keyboard panel editor? the two arrows at the top and bottom of the panel show/hide extra toolbars - is it possible for a button to dynamically switch between two different images. for example, a down arrow becomes an up arrow each time the button is clicked and vice versa. Or is it possible to keep the window a certain size and scroll vertically to different areas of the panel?
