Street Vendors

I wanted to know about this thing - street vendors in Lucknow. How do they operate? Is this legal or illegal? Could someone please explain it to me? Just asking out of curiosity. I have also asked this question to some of the street vendors, they say, 'paisa khilaana padta hai' and stuff like that but I really wanted to know about this in detail. 1. Why are there so many stalls around? Itni toh shayad demand bhi nahi hai 😅 2. How do you get permission for operating a stall? Is it possible to run a stall legally? If anyone as any legitimate information on this, please reply!
