What to do with this menace? (Check photo)

This has been a usual sight since sometime now. The people buy booze from the BEVCO and they drink in this side road as if it is a public bar. I have approached the corporation but they are not doing anything about it. They drink, throw away the bottle, piss and smoke here creating a very bad environment . I live here and it’s annoying. Please suggest some tips and solutions to address this issue
