Suspicious activity at Mamangalam?

Every day on my way to work, I see a person (looks like a North Indian, let's call him B) standing in front of a non-residential property opposite the Maruti showroom at Mamangalam.(near by Mount Carmel Roman Catholic Church) People approach him, hand over some money, and in return, he pulls something out of a bag he’s hung on the nearby gate and gives it to them. This happens daily. At first, I thought it might be a small trade or service, but now I’m starting to wonder if it’s something shady, like banned tobacco products or even drugs. The setup looks too discreet and consistent to be random. Has anyone else noticed this? Should this be reported to authorities, or am I overthinking it? Let me know your thoughts or if you’ve seen something similar.
