Is this normal at Marine Drive or is it just weird?

I visited the kuluki sarbath spot at Marine Drive yesterday for the first time, and I noticed something strange. There were a group of Bengali guys on those shops who kept calling out actresses' names whenever women, especially young girls walked by. At first, I was shocked, but then I saw a few girls later who actually smiled back at them. They were a few who went to speak to them and we're giggling and a few just walked by. Is this some kind of local thing or just street harassment? I couldn’t figure out whether I should be weirded out or just mind my own business. Has anyone else noticed this?
