Animal mistreatment - what is your experience of involving the Police?

This morning I realized there is an extremely extremely malnourished dog being kept next door. This is a house where I've heard terrible fights and my landlady tells me she hopes he will stop hitting her now she's had a new baby. Landlady also said there are a whole group of dogs being kept there, maybe for breeding. I am a foreigner. Landlady family agree it's terrible but unsure how to address it. Kochi redditors can you give me some advice please? - Can you clue me in to what's the norms in this? - Can I get the police involved? - Would they intervene? Does bribing them help?
