Abandoned or LOST

Found this Golden Retriever (maybe a mix) near Sector 31, Gurgaon. It’s a male dog and looks like someone has abandoned him or he’s LOST. My friend has taken him in for now but we need to figure out if he’s lost or abandoned ASAP. Please reach out if you know anything about him.
