For a non gujju which district is best ?

For a non gujju which district is best in terms of:- 1 *not getting judged about it . 2*where Hindi and English can be widely understood too (although slowly I can try to learn it in meanwhile) . 3*Helpful people (although according to my knowledge most gujjus are like that but please tell which ones better🙏). 4*Safest for women . 5*Not very upscale. 6*Affordable and better rents . 7*Best facilities . 8*With more friendly people to know more about the place. 9*With better job facilities . It would be better if the answer is detailed with reasons about your opinion for better judgement. You can give a combined answer of all about the best one and also answers of these questions individually.
