How to behave with stray dogs?

I am coming from a place where we don't have any stray dogs and it feels terryfying to walk on the streets of Goa. I am scared of dogs and it seems they feel my fear, they start chasing me, growling, barking. Sometimes I cannot even go forward where I need to go. I have a hard time to even go to a local store, which is 3 minutes walk from my place, because there is non-friendly pack of dogs living on the road there. Aggressive behavior of dogs makes my phobia even stronger, at this point I just cannot overcome it. How should I behave with the dogs to avoid them attacking me and have a normal life?
