Animal catcher (Dog) helpline number

Hey folks! I Iive in Shalimar Bagh and in my area there are numerous (15-20 ) stray dogs and their puppies and its become very difficult for us to live in our area. In park we cant go for a walk,everytime they go around us, tear scooty's seat , car covers and even clothes . I request everyone please if they can share animal catcher or any helpline number so that i can call them but then again (animal catcher) they just catch them and just release them at the same place. (For this problem also if anyone can help)
