With 3 earthquake occuring within a week .Why no emergency broadcast or alert notification in these events from authorities ?

I saw [this](https://youtube.com/shorts/GKiEKIAD6qk?si=DTnfjHhZW81AK-io) video of japanese lady recieving loud alert on her phone and it is a great step to save lives .We have tested this feature before in india as well . We don't have safety measures for a big earthquake i known and our survivors rate will be very low. But at least give the people a chance to run to safety.
