Issuance of E-Khata for newly registered properties

Hey guys , Maybe this is not the right sub to ask this but has anyone received E-khata for their new registered properties. We had bought a property in the month of June but the agent has been telling that there has been no new E-khata issued since then . Because of this we cannot get our plan approved to start the construction.
