What is up with some people labeling other as "chapri" over anything

I have met some people who like to just tag people with this title, recently I had a friend who was calling someone "chapri"(not to the person directly but rather in friend group) because the guy like to listen to music on earphones while eating saying he should just eat instead of this chapri behaviour and I said that guy is just doing something he likes and doesn't he(my friend ) do same for cricket matches where he watches live and highlights of cricket match during eating so he shouldn't call someone that just because of his choices, he said that they are not the same thing. Opinion on this seems to really differ to in my friend group saying that he wasn't wrong and some saying he was . So I was wondering about your opinion on this
