Payment issue in WhatsApp governance introduced by AP Govt.

I’ve recently used the services provided by the AP Govt on WhatsApp to pay my electricity bill. However the money got deducted on PhonePe but the order status is still pending on WhatsApp. When I check on official portal it’s asking me to pay again. Has anyone faced similar issue? I’m surprised that they’ve not introduced any help option.
