If money can't buy happiness, then why are poor countries, including India, the unhappiest?

I have heard people say that money can't buy happiness. Then why are poor countries, including India, among the unhappiest? Some say love and relationships bring happiness, but Indians are family-oriented people. If that is true, then why is India still one of the unhappiest countries? Which brings more happiness money or love and relationships?
