Why is Bangalore police so corrupt?

I had a terrible experience with Thalaghattapura PS. They need money to listen to you, ₹500 to register complaint, ₹1k to move out of their seats, ₹10k to do the right thing (that is, have a word with the person harassing me), and I don't know what they will demand to do the wrong thing. Is the situation similar with the rest of Bangalore police?

As per data by Union Minister of Tourism &Bureau of Immigration,GOI in Lok Sabha,Bengal recd 27.07 lk (rank#3) foreign tourists (FTA) during 2023 and 21.19 lk foreign Bangladeshi tourists came into India legally during 2023- Hence,Bengal attracted only ~6.5 lk non Bangladeshi foreign tourists.
