I am a PhD student, and I am happy to see such an initiative from the state government. Let me clarify that UGC/CSIR gives fellowship only to the individuals who clear JRF in this examination, not NET. So, it's a win-win situation for students who are thinking of pursuing PhD but have only cleared NET. Somehow, these students will be motivated to clear JRF in between to get higher fellowship.

Victorian morality and ideas on what is "shameful" seeped into our culture. By the way, there are still communities that have their own morals that are being infiltrated by Victorian ones. This is inevitable due to globalisation.
