iCloud solves this by giving the option of fully E2E encrypting your cloud photo library, via Advanced Data Protection setting in devices. Nobody else except you can decrypt and see your photos. Once switched on, it is technically impossible for anyone else to view your photos, even Apple themself. Google being an ad company however, needs your data for mining and will likely never provide complete E2E encryption for the cloud services.
