I can't say about China because I don't know about it, but India had some of the most habitable places in the world owing to its river and fertile land. Now if you're talking about how the number 1.4 billion is arrived, it's not difficult to figure out. Almost every Indian citizen has at least an Aadhar Card. That along with, voter ID, ration card, passports, etc and all other methods devised by NSSO ( National Sample Survey Organisation) makes it easier for the govt to arrive at a number. Of course if we have to count illegal immigrants, the number might stretch a bit, but not very much, I presume.
