I have tried a couple of nurse providing agencies for my mother a few years ago. Most agencies engage rookie teenage girls from rural/poor backgrounds. The girls are coached to behave and be polite. They are taught some basic personal care of elders like changing diapers, giving them bath, hand feeding them (if required) etc. But it doesn't take long to realize they are inexperienced. But my advice is to always start cheap and validate first. Developing a platform and getting an actual market interested are two totally different things. Too many founders build the solution that doesn’t actually solve a problem that customers care about.
