I lived in Patna over 10 years and Lucknow for 5 years.
And another 8 in Kerala.
The mentality of people in UP and Bihar are just the same.
I remember a mall that was built in Patna in 2014 and when we visited within a week of opening...there were spit stains over every corner and urinals.
Similar thing could be noticed around the most posh areas of Lucknow as well with stains in metro stations and around Hazaratganj area.
Regarding Kerala, we do see consumption of pan and betel a lot as compared but there was a civic sense with not spitting in public areas. But with time, over the last 10 years there has been a rise in stains everywhere and especially near construction sites owing to lack of civic sense among poor migrant population.

People like you and me don't break the rules as frequently as someone like cab or auto walas, delivery people, cargo vehicle driver, truck drivers etc. Their livelihood depends on it.

Imagine an auto, they must be jumping signals at least 10 times a day in a tier 1 or 2 city. If you start to fine them they will not make a profit at the end of the day.

By this I don't mean let people drive recklessly and don't do anything about it. We, as a country, first need to get roads and infra sorted. Then people will get civic sense to use it properly.
