There are no consequences for bad behaviour. Even when their conduct is egregious, the only penalty they might ever get is suspension (almost always paid) and at worst, transfer. To add insult to injury in such cases they would be investigated by their own people, who have no incentive to weed bad cops out. So unless you are in important person in power who can get them suspended or transferred out, good luck getting any good behaviour out of them.
