Being a Delhite having lived in Kolkata for years, I can confidently say that Bengali culture is quite different and unique in its own ways and that language can't have an impact on it's culture and way of life. Though most Bengali people I've come across can certainly talk in Hindi which is convenient for outsiders to mingle in with locals but within themselves they talk in Bengali most of the time which even I can understand now as it has a lot of words similar to that of Hindi. Language is just a medium of understanding each other. It can't change people and culture unless people themselves want to change.

There are corrupt and bad people in the ministry seems to be the valid point in that video. I mean, I don’t think anyone thought that the external affairs ministry would be crystal clear of corruption unlike other ministries. The officers who are corrupt should be punished.
