Hey - so its like this: Google is a search engine that indexes vast amounts of content, data, information. Its a garguantuan scale - its the daily output of 3-5 billion people. Its hundreds of millions of pages an hour.

It has to be 100% automated. The penalties are backstops that are constantly applied - the least amount of human interference possible. MAnual actions are just the first implementation - after that its automatic.

So the penalty just stops your site in a critical part of the gear system - but the site and content all run through like every other page - albeit probably much slower as you lose clicks and traffic (=you also lose authority)
