This is how Mac OS scaling works. Apple makes this extremely confusing. The resolutions you see are actually hiDPI (Apple calls that retina) modes. It actually renders at the native resolution of the display but renders text and interface elements at 2x the size. This precisely fits a 4k screen. Images video, etc will all be displayed at the full resolution of the screen. Basically what the 1920x1080 option means is that text in the screen will look the size as if your display was only 1080p but it still renders it full resolution. The modes marked (low resolution) are ones you shouldn’t choose as they don’t use this hiDPI scaling method. The others should all be hiDPI but best to choose only the ones that are an integer factor of the native screen resolution. So 180p is the very best since it relates by a simple factor 2. 1440p is a bit harder to do and will be a bit slower since it is done by rendering the whole display at much larger than 4k and then scaling down for that option but it should still look good.
