Ns 400 will no way give you more than 25 in the city and also super expensive to maintain. also honestly you will not be able to use the 40bhp,

my suggestion would be to go with Vstorm 250 its a Japanese 250 , reliable, cheap to run and gives 30kmpl and on highways I've seen it give over 40 and very smooth and amazing to tour on ( this is coming from someone who has a dominar 400, so don't doubt its ability to tour), also light enough to use it as a daily comfortable commuter, if I was given a choice to pick one apart from dominar 400 in the 250-300cc segment that would be my pick, also check out cb300f( very low compression honda, should last you for ages to come) but its a very bad bike to tour on because of windshield and stuff, in the city its great infact amazing. if you are deciding between gixxer 250 and cb300f id say both are almost the same and super reliable but just go with honda its better

I would go for either the pulsar or mt - 15

The reason being they both are great city commuters with the milage and handling

Reasons to avoid:

Hunter: Bad milage. You would have to ride like a saint to get 30+ out of it in city. I own a new classic trust me it gives around 25-28 in city

Jawa: Its a great product for a new brand. You can give it some slack regarding after sales service and parts but it still falls short of old established giants like bajaj and yamaha

Apache: A buzzy engine and TVS’s bad after sales reputation. But tbh please check your nearby dealer for this issue as I own a jupiter and it is not that bothersome to get it serviced, but I believe its an exception rather than norm

I have first hand riden MT - 15 and have nothing but praises and also heard good things about pulsar as well
