While I'm not entirely sure of the exact reason why encroachments weren't cleared in 1978 itself, I blame both the Customs and the Maharashtra Government for this.

Up until 1978, Mahim Fort was actually under the control of Customs. In the early 1970s, Customs was planning to build staff quarters at the fort. To preserve the fort, the Maharashtra Government declared it a protected monument in 1973 and began requesting the Central Government to hand over Mahim Fort to them.

In 1978, the Maharashtra Government paid compensation to Customs and officially took over the fort in August of that year. However, a year prior to this, Customs had removed all security from the fort. With this people began encroaching. By the time the fort was handed over, there were around 200 encroachers living inside fort. At the time of the handover, the Archaeology and Museum Department blamed the police for their inaction in removing the encroachers.

Another issue was that after 1973, Customs neglected to repair the damage caused by the sea to the fort's ramparts and bastions. After handover, the Archaeology and Museum Department estimated that repairs would cost approximately 2.5 lakhs, but work was delayed, saying no funds and rest is history.
