First of all Veena world is sub standard, my parents faced a substandard experience during their Kashmir tour.

Personally i never go with any tour company & like to curate my own tour by contacting locals. I book my own tickets & Visas.

Still if you want you may try some other tour companies like Anubhav tours who are really good, my parents who are now senior citizens travel with them only

I will suggest look for a small restaurant rather than cafe, go to bar cum restaurant will be comparatively empty at 7.30PM. Regular restaurants may have much footfall due to snacks timings. You can check-out Sail Leela restaurant (Shikin hotel), near Khairane fire brigade station, they have a small but decent quiet place to sit, I have done few of the meetings from there.... Also Mini Punjab near Cidco Exhibition ground could be ideal early evening., large place, this bang opposite Center One mall..
