It was a disaster at BO back then. The reason it flopped I guess is because audiences couldn't figure out if it was a romantic thriller or a political drama. Part of that confusion arose from the fact that the hero was passive pretty much till 2/3rd of the movie and under the active villain's influence. Also, it was difficult for the audiences to believe that villain's whole gameplan was because he(villain) was in love with the heroine which he suddenly reveals post-interval, and till then.. there are hardly any strong scenes to suggest/justify that.
