A expanding entity will have high pe, as depreciation and intrest cost can hamper pe.

saturated or stagnant company will have low pe.

Shares are not like land/gold value, you pay for future prospects of the company, strategy and strength of management.

P/e doesn't not cover many aspects of valuation. In hunt for low pe company, you may end up investing in dying or stagnant companies.
