Well the reason is most people in mainland still don't know you.
Most people from NE are very conservative when it comes to mingling with general people. As soon as you land in Delhi or Mumbai you start finding people who are from your state or region and as soon as you find that friends circle then you completely skip that place.
For other people you presense in Delhi, Mumbai or Bengaluru doesn't matter because people are still unfamiliar with you.
Offcourse fear of racism can be one of the reason but this shouldn't be something to intersting with others.
The other reason is most of NE people are not permanent residents of Mainland mostly just come to big city do job or studies for few years and leave so people can't relate with you easily because they haven't seen how you live, what you eat, how you celebrate festivals, what you worship etc.
