I get this is an India centric sub, but trust me when I say most government websites suck anywhere in the world, the west included. American govt websites are beyond terrible for most purposes. These sites are often built by the lowest contractor like everything else and you get what you pay for - poorly defined requirements, poor testing, terrible UI, lack of customer support, etc.
